Three steel rods have the ability to slide on the ruler to determine the balloon size you want. Untighten the wing nut by twisting and then move the steel rod on the ruler. The center rod should be set to zero. Then slide the left and right rods to the desired size, retighten the wing nut to hold the rod in place. Lastly start inflating your balloons and slide them in between the rods. Once the balloon clears the rod you have reached your desired size.
